Europe Raises the Bar: Aiming for 90% Emissions Cut by 2040
The European Parliament has taken a decisive step toward a greener, climate-neutral Europe, approving its negotiating position to strengthen European climate legislation.
At the heart of the decision is a new binding target: a 90% reduction in net greenhouse gas emissions by 2040 compared to 1990 levels — one of the most ambitious climate milestones globally.
MEPs stressed that the green transition is not an obstacle but a driver of European competitiveness. By rapidly expanding clean technologies, enhancing energy independence, and attracting investment in the green economy, Europe aims to turn the climate challenge into a development opportunity.
Parliamentarians also backed the European Commission’s proposal for greater flexibility in achieving climate targets, allowing member states to tailor measures to national circumstances and encouraging innovation and differentiated economic transitions.
With this decision, the European Parliament is now ready to begin negotiations with member states on the final shape of the legislative framework.
The 2040 target is seen as crucial for meeting the EU’s international commitments, ahead of COP30, where Europe aims to maintain its leadership in global climate action.
The resolution sends a clear message: the EU is not content with existing commitments. It intends to act faster and more decisively to protect the climate, investing in a sustainable, competitive, and climate-neutral future.
